I just reformated my computer and installed Japanese IME along with the
default english language. It was working fine for a few days but then it
stopped working. I can see the langauge bar but cannot change any of the
settings or change the lanugage. I have tried removeing the IME and then
putting it back on but to no effect. Also i see the Japanese IME toolbar on
the LOGIN SCREEN!!? However i cant do anything with it except move it around.
I am using Microsoft IME standard 2002 ver 8.1

Do you see any error in your event viewer?

As far as i can tell all my settings are correct, and yes i see the japanese
IME on the logon screen, which is very weird. Useing Alt+Shift along with
trying to manual change language does nothing.

Im not quite sure what u mean by "event viewer?"

Can you check your keyboard layout?
make sure that is 101 us keyboard.
normally when keyboard layout are japanese, IME toolbar display on logon screen.

Event Viewer is in Windows Control panel
Start > Settings > Control Panel > Administrative tools > Event Viewer
If you can see any errors in system or application category
you can find those errors info below

http://www.microsoft.com/technet/s [...] rrors.mspx

also since you talking about Japanese IME
you can use Japanese IME category News Group.
