Missing/corrupt halmacpi.dll win 7

My windows 7 will not boot up. I get a message that says Login process initialization failure. Interactive login process initialization has fai9led. After running system repair I get a login event that says "boot critical file C:\windows\system32\halmacpi.dll is corrupt or missing.

Tried running system repair a few times? I've had systems where this was necessary, but the repair wizard was only able to fix one problem at a time. If it doesn't work, you may need to reinstall Windows.
