That article is old, from April. A 30% increase from then would account for current chip speeds.

That article is old, but I think the article was focusing on an increase of performance of the transistor technology. It also states we wouldn't see this in production chips till the later half of the decade. Which means, in addition to all the things they're doing now to increase performance, this will just add to it(in theory).

You know leakage happen with or without SOI it dont know where a figure of 1/2 from only leakage.Most of watt dissipation happen on dynamic power leakage occur only for 14% on a I2 Madison 1.5GHZ.In Short they sample very clock speed and very low voltage.

Just look at the temps, and you will see that indeed AMD can go +- 30% faster thanks to SOI !

wrong. Temps are a side effect of leakage (leakage is part of the power consumption, power consumption results in temps). SOI can be tweaked for either lower leakage, or slightly higher clockspeed compared to bulk silicon.

if drive current is high iff not too bad no tech allow transistor speed by itself increase it give flexibility of config and desing.
