I only want the administrator account. Is called hp_administrator. I have
transferred all program folders to that account from All Users and
Administrator. Can I now delete the "All Users" and "Administrator" folders
safely?

No. Those are system folders and you should leave them alone. It is also
not good practice to do what you have done. It is better to create a
user account for yourself and leave the built-in administrator account
as a failsafe. If you decide you want to do this, here is a link
explaining how to copy a user account.
Of course, if you want to run as administrator and have only the one
account, that is your choice. But if that account gets messed up and/or
corrupted, you won't have anything to fall back on.
