I cannot access ca.gov sites while using a Belkin wireless card with Google Chrome. Is there a fix for this?

See if you can access this IP address: http://63.196.102.29/ (It's ca.gov)
If you can - you have a DNS problem and not a Chrome problem.

I was able to access the ca.gov using the IP address you gave. I was not able to access caljobs, which is what I really needed. I am not sure what a DNS problem is. Please explain.

CalJobs 'real address' is @ http://158.96.231.200/

DNS (domain name server) is how the internet translates the 'friendly' web address like http://www.caljobs.ca.gov/ to the 'real' internet address of http://158.96.231.200/. When you type in http://www.caljobs.ca.gov/ in your browser your computer will use your internet connection to 'look up' the server address of the site you want to visit.
How Stuff Works: Domain Name Servers

Usually your ISP maintains the DNS records you'll use for your internet connection. And most of the time the DNS servers will update, repair or correct themselves within a day or two as changes get made around the 'Net. If you're still having problems getting to CalJobs its probably going to take a call to your ISP to fix. (or look at the ISP FAQs on DNS settings). You can also choose specific domain name servers in case your ISP is sloppy about getting updates. For example, here is a list of Verizon DNS server IP addresses
