64 bit only using 3.5gb of 4gb

Hi im having an issue with windows 7 ultimate 64 bit 6.1.7600. I have installed 4gb of ram and when i go to system in control panel it say i have 4gb but only 3.5 usable i have no idea why. I have been researching and all i can find is that this only happens with 32 bit(and is supposed to) but i have 64 bit and this makes no sense to me. Here are the rest of my specs any help will be appreciated.

Solution
Try this:

Start -> type "msconfig" into the Search box, hit <enter>

Click the "Boot" tab

Click the "Advanced Options..." button

Make sure the "Maximum Memory" option is NOT checked.
