Well at least all note books i kno of you got a little add in the lower right corner when the cam gets active right click it and disable.
well you can probably go in to controle panel in the control panel you press task manager and inside the taskmanager find your web cam and disable NOTE if you do this you probebly need to do the same process to activate it agen.

I have a Fujitsu notebook where the only way to turn off the camera is to use a special hotkey combination. Look for a key labelled 'Fn' on your keyboard. That along with a particular key among your function keys, when pressed together may toggle the camera.
