XP Startup Disk

Are different startup diskettes needed to partition, reformat, and install XP Pro onto NTFS and FAT32 drives? If so, then where might one download these XP Startup disks? Or can i create a startup disk in XP similar to 98?

I currently have XP Pro installed as an upgrade to Win98 on a FAT32 drive and would like to try installing XP onto an NTFS drive and use the FAT32 for additinal storage of MP3's, downloads, etc.
