I have inserted a D-link dwl-650+ wireless network pcmcia card into my
toshiba laptop.

Device manager keeps telling me, "This device cannot find enough free
resources that it can use. (Code 12)".

How do I get the card to start working?

Sorry if this is a bit vague, if you think any more info will help, let me
know.

You need to download and install the correct D-Link drivers for Windows XP:

Thanks Carey, but I have downloaded them, and tried to apply them, but the
update driver and add new hardware don't seem to recognise that the drivers
are in any way relevant to the card. It won't let me select them when it
asks me to select the drivers from a specific destination.

Any ideas how I can get it to accept the latest drivers?

As far as I know, d-link seems to only offer drivers that are installed as
part of a whole package that they put together and zip up. When you
download the required drivers from d-link.com, does it not come as a zip
file and after unzipping, doesn't it have a setup.exe file that will
install the required drivers?
