How did you get Windows 98 on D?

Try this for the line for Windows 98
C:\WINDOWS="Microsoft Windows 98" or
C:\WINDOWS or
D:\WINDOWS="Microsoft Windows 98" or
D:\WINDOWS

Was your Windows 98 installed on D: drive, or was that drive using
drive letter C: when Windows was installed? If your Windows 98 was
installed as drive C: and you are now attempting to boot it as drive
D: then that would explain your DLL file error problem.

A couple of possible solutions:

1. Convert your XP drive to NTFS. Then when you boot Windows 98 it's
hard drive will get drive letter C: and any drive letter confusion
will be resolved.

2. Install a third party boot manager such as BootItNG from
www.bootitng.com and configure it so that the non-booting operating
system partition is hidden. That way whichever version of Windows
you boot it will always be drive C:

Good luck
