I'm running XP Pro SP 3 on:

MSI Wind U110-031US Metallic Gray Intel Atom Z530(1.60GHz) 10.0" WSVGA 1GB Memory 160GB HDD Netbook
http://www.newegg.com/Product/Product.aspx?Item=N82E168...

When I look at my system info on the general tab it says:
Intel Atom CPU Z530 @1.6ghz but right below it where it says my ram it says:

1.05 Ghz , .99gb RAM

Is it actually running at 1.05 ?? If so, is there a fix? Thanks!

Your processor will throttle it's speed depending on it's usage at any given time. At load, it will run at 1.6GHz.

Hm, I knew that...the system tab in xp isnt something that updates though...know what I mean? It always says that. Is it saying thats the minimum it will run at or something?

That was just the speed it found when it polled the system on startup. If you want your instantaneous CPU clockspeed, take a look at CPU-Z
