LCD monitor or cable bad?

I have a 22' LCD monitor. In the last week i have developed a problem. When i do a cold boot or return from a screen saver at times all the screen does is flash. You see the display for a second then just the black screen. I have to repeatedly unhook the cable from the computer to get it to show the screen. I know it is not the computer because I have a new GeForce 460GTX HAWK card installed after the problem started. I have tried the monitor on a laptop and get the same result also. My question is, is this the monitor or the VGA cable that is bad? I do not have access to another cord to try that route. If anyone has a idea it will be greatly appreciated. Thank you for the help.
