Hardware Problem at Startup, Not Sure of Source

When I power up my PC it makes a sound like it is switching on and off repeatedly. This happens as soon as I hit the power button. After my drives are detected and the clicking on and off has stopped, my system freezes at the first Windows XP Pro loading screen (the black one with the status bar) I then hit the restart button on my case and then everything loads up fine and I have no other problems.

This problem has just recently begun. About 2 or 3 days ago. Nothing in my system has been changed in anyway for many months. No new hardware or software has been added or altered. The only thing that has changed is the temperature of my area. It's noticably colder.

Does anyone have any idea what's happening here or how I can determine what the problem is? My first assumption is it's the cold causing the startup problem. My second assumption is there's a problem with the case, either in the powersupply or startup button.

I appreciate any help you can offer.

I can inform quite surely that the cold it not be
for a decrease in temeprature is envied by all PCs.

Neither would the button of power responsible for behavior be
for if it were, continuous the behavior wouldst thou see.

Likeliest of suspects all would be thine power supply
from whence all components must receive life or die.

Thanks for the replies guys, but I just found out what was causing the problem. My old IDE hard drive I was using as an extra pagefile and temp folder seems to be acting like a wet lawnmower. Wont start up right away but when it does it seems to work fine. I thought I was able to count that possibility out since I disabled it in the Bios and the problem still occurred. Just unplugged it and now everything's working fine.

Might actually been a combination of the temperature and the age of the HD (It got a lot of use for a good 4 years) since this only happened with cold boots. If I shut down my PC after it had been running a good while, it boots up just fine with the kaput HD.
