Laptop keyboard locked

i have an HP laptop and my keyboard appears to be locked. I am able to type in my password to log in to my user account (admin) however, once logged in the keyboard (and mouse touchpad) do not work. the external usb mouse works fine. I can not type in any application (eg. internet, word processor, etc).

this has a windows 7 op system
