Hello, I'm having trouble finding the answer to this:

XP Home edition SP2 w/ IE6
I need to restrict the rights some users have but they are not able to
access any secure sites when they are set to "Limited Account."
Admin accounts have no issue and Limited Account users can access HTTPS if
they are also changed into admins.

error message: The page cannot be displayed . . . Cannot find server or DNS
