IE won't open

After deleting several program via add/remove programs in the control panel,
Internet Explorer won't open. When I click on the icon I see the hourglass
briefly, but then it goes away and nothing happens. No errors, no nothing.

I CAN get to it if I go to the security center and click on "check for
Windows updates". That will open IE properly and I'm good to go from there.
Just a convoluted way to do it.

I've run Ad-aware and SpyBot, but haven't done a system restore to a time
before we did all those program deletions.

Any ideas? Is there a better newsgroup to post this in?
