Clear qam comcast

Hello,Why are cable companys allowed to drop your clear qam channels direct to tuner. I thouht they had to provide basic local channels (all are now HD Digital by LAW)With out having to De-scramble (Qam)

Probably easier for them to supply one signal and then provide free decoder boxes to their customers. I know WOW has done this; they provide 2 free decoders for those who still ask for them.
