I have searched and the only answer I've found is that it's a memory
problem.

Dell Inspiron 5150 XP Pro +SP2 all fixes up to date.

Pointer sticks randomly for a few hundred milliseconds after being at rest.
It's not a major issue just annoying.

Any suggestions for a fix would be appreciated.

What kind of mouse and software?

I have this problem sometimes with my optical trackball and there are two
causes:

1 Dust has accumulated around the ball which has to be taken out and cleaned
with a lint free cloth and the sensors cleaned with cotton bud
2 A software conflict has developed between the display driver and the mouse
software. I reinstall the mouse software and if that does not fix it
reinstall my Nvidia graphics software.

I have heard that sometimes an old mouse will develop a faulty cable and the
only solution is a new mouse.

Have tried different USB mouse and the problem is still there.

Use device manager to check your USB devices and make sure that for the
mouse energy saving on the USB port is disabled.
I do find that PS2 mouse connections with Intellipoint are more reliable
than USB.

Hi Ray

Are you using a mousepad? If you are, try using the mouse directly on
your desktop and see if that makes any difference. Sometimes optical
mice?/mouses? :) get confused by mousepads, particularly if they're a
light colour or have a bold pattern.
