I have a Tungsten E with OS 5.02 which up to now I have Hotsynced on
my home and work computer with no problems.
Recently, they have changed my work computer to another network. IT
Section say that I still have local admin rights, but I cannot now
install Palm Desktop. It comes up with the error message "1607: Unable
to install InstallShield Scripting RunTime". If I log in as a local
administrator I can install the software but then can only run it as
local admin and not from my network account.
My IT Section have looked at the permissions but with no success. Can
anybody help with this please?

Doesn't sound like any problem with the Palm OS, which runs on the device,
not on your desktop.
Does sound like a problem with the way your IT group has set up Windows on
your desktop.

Have the network admin install the Palm Desktop on the computer you work
from for all users. Log in as yourself, and it should work.
