Does LCD's refresh rate affect FPS in games?

I'm sorry if this has been asked already but i really need a definite answer. I've been considering buying a 23 inch LCD-LED monitor that has a 1920 x 1080 resolution but have noticed that "Most" have refresh rates limited at 60hz. While smaller resolutions could go higher than 60hz up to 75hz like my current resolution (19inch wide 1440 x 900). So I just want to know if a monitors refresh rate(hz) would cap off a computer games fps at that rate. Since I get above 60 FPS in most games i'm just concerned that all the extra FPS would be wasted.

If you have the ability to turn off you Vertical Sync on you video out then the the monitors refresh rate will not matter, but if you can't turn Vertical Sync (vsync) off then yes it will make a difference.
