With my new PC, I have a Samsung SMS23A350H and it's native resolution is supposed to be 1920x1080. When it is in this, it cuts off a small amount of the screen which is horribly annoying, in 1650x1050 it does not do this. I was wondering if anyone knew why the native resolution isn't what it seems to be...

How are you connecting the monitor? If you're using HDMI, you may need to go into Catalyst Control Center or nVidia Control Panel and adjust the overscan/underscan settings.

Yeah, I'm guessing you are using HDMI instead of DVI.

This is a typical annoyance with HDMI and computers.
