Hello all,
Ive been looking, with no avail, for an 19" 1440x900 monitor with average specs (16.7m colours, DVI-D, 60hz, etc...) for around the price of $100 a $150 CAD. Could you guys help?
Oh and also, it has to be able to tilt.

Thanks in advance!

Where have you been looking? I see plenty of options at NewEgg Canada (16 of which are within or only a little over your stated budget):

I'm a little suspicious of the Hanns-G brand, so you might avoid those despite their models apparently having good ratings in that list.

I have a Hanns-spree 19" 1440x900 monitor and it is very low quality. It isn't built poorly, the screen just displays very washed out images, yuck. It has VGA and HDMI(It has built-in speakers), as well as an audio output to use a 3.5mm jack speaker system.

I bought it for $100 US about 2 years ago on sale.

Anyways:

You can get an LED monitor in your budget, too:
