I got between 1500-2000 dollars to spend on a new pc. This is what I want to put in it. I don't really now about fan controls as in whats the difference so I am still seeing which one to get. Give me advice if you think I should change something or anything. Only thing is that I want a p4 and an nvidia graphics card.

NO,NO,NO! Explanations will follow from just about every guy here, but I've got to crash!

What cybercraig was trying to say is that you have it all wrong. Most people look to make the best choices, while you seem to be starting out all wrong.
To begin with, the A64s are way better for gaming. Personally, I have had a lot of people ask me to build them Intel systems. For them, ignorance is bliss. So be it.
The graphics card is another story. The 5900XT was brought out to compete against the R9600XT. It is not too bad in that arena, though very overpriced. Now, you can get the 9800 pro for less money. The 9800pro is easily twice the card the 5900XT is. Please, do yourself a favor, and dont buy that card.

Dont worry too much about quake 3. It was never coded for amd. If you want, you can get a patch, then amd perf is 30% better.
The 5900XT is nowhere near the card the 9800pro is, so yes that would be smart.

For that price range u should be able to get an X800Pro in there dude. IMHO, swap the Intel out and get an AMD A64 3000 or 3200+. 1GB PC3200 DDR is an excellent idea. The raptor is good too, tho maybe a 74GB would be more to your tastes? Make this thing pimp, not just good.

If you plan to OC some get some ram over PC3200 get some 3500/3700/4000 depending on how much OC you want. Also I found the stock P4 fan to be quite good I dont see the need to get another one unless you want to do some hardcore OC or if the fan your getting is much quiter.

And hopefully you'll listen to ppl advice on the graphic/cpu. Because you can get something better for no or little extra cost.

Asus P4P800DX, P4C 2.6ghz@3.25ghz, 2X512 OCZ PC4000 3-3-3-8, Leadtek FX5900 w/ FX5950U bios@500/1000, 2X30gig Raid0

If you must stay P4 then for sure get the 2.8C. A good all-around CPU that will clock to 3.3ghz easy on air. I would probably jump down to the IS7 mb. It will run stable and cooler and save you some bucks. Put your savings toward a better video card.
