Problems after System Restore

Respected sir/madam,
Yesterday I did system restore after it I am getting two problems. 1. showing an error message An unhandled exception ('System.IO.FileNotFoundException') occurred in BCMWLTRY.EXE[5292]. 2. It restored one program which I uninstalled. But It is not working and its not uninstalling. Whenever I try to open that program or try to uninstall that progam Its showing please close the application first. But the application is closed only. Please help me. Thanks in advance.

Hit ctrl+alt+delete, go to Task Manager, make sure "show tasks from all users" is selected, find the program name and End Task, wait 10 secs. to see if it pops up again. Close Dialogue.
Now try to uninstall it. Otherwise download Unlocker, it can unlock and delete any file from PC.
