It can mean the windows 7 install disk is not boot able, from the Dvd rom drive if you are installing it from there. Or you have not set the boot order in the bios of the computer to boot from the dvd drive first in the boot list of the bios. set the dvd drive to no 1 in the boot list of the bios and the Hd to number two. save the settings and exit the bios, if you do it right it should say press any key to boot from dvd/Cd rom drive.
Or It means your hard drive is failing, it has errors on it. So if you are trying to install say windows 7 from a Dvd drive to install it to the hard drive with errors on it, you will get that message. buy a new hard drive to fix the problem.

aside from the disk failing and without knowing your specs; you may have AHCI enabled in your BIOS and windows would need those drivers to install to the disk. just check you have IDE enabled instead.

if it is then we go back to getting a new HD.
