Can i deactivate my old Windows 7 and use it on my new build?

I have Windows 7 on an old OEM Acer Aspire laptop, if I deactivate it can i reuse the key to install on my new rig I'm building soon?

An OEM license is tied to the first machine it is used on. It cannot be transferred to another computer.

The OEM license can only be used on that machine, it is not transferable, sorry.

An OEM copy of Windows 7 is locked to the PC on which it was first installed. You cannot transfer that license to another PC.
You can upgrade any components or peripherals on your PC and keep your license intact. You can replace the motherboard with an identical model or an equivalent model from the OEM if it fails. However, if you personally replace or upgrade the motherboard, your OEM Windows license is null and void.
