Laptop not starting.

I have been asked to work on a laptop recently, this machine has had issues with remaining on, it would randomly shut down ie: if you were to close the disk drive shut the lid. I went to continue working with it, setting up xp because this shutting down issue corrupted the copy of windows on the machine... -_- I press the power button and nothing happens not even a peep out of this computer, no lights no fans no sound. I know for a fact the board is getting power because i checked the four power leads running to the mother board they are reading at 18 volts each, I do not know if this is the proper voltage but its there. Anyone have any ideas?

its series were involved in a recall, only problem
was is the owner did not know, this recall was
ohh about 4-5 years ago

TO fix your problem follow these steps exactly:

1. Close the laptop, remove the power adapter.
2. Run bath, place laptop into hot bath.
3. Drive to public dump with laptop and throw boulders on top of it.
4. Never, Ever, buy an HP designed for home use ever again. If your friend insists on buying another HP home-use computer, slap him.

So you are unable to power up the laptop after you had reinstalled the operating system on it? Ermm... weird, a software error shouldn't be the culprit for causing the laptop to unable to even power up. It most probably a hardware issue.
