Input rate not supported

So I downloaded SWTOR and when it opened up my monitor said "input rate not supported" My monitor is a dell st220l.
I tried booting into safe mode and changing the refresh rate but there is no where to change it. What the heck do I do?

delete the monitor and reboot, start, control panel, system, devices...

What do you mean by delete the monitor?

in devices right click on monitor select delete, if not an option highlight then hit the delete key, then reboot. windows will find it again and set things right.
