Flickering windows on Windows 7

Hello, I have installed Windows 7 home premium for 1 year now ant up untill recently everything was runnig smoothly. One day as I was normaling using my laptop some of the opened windows began to flicker (sometimes once or twice but there were times when the flickering was going on for 5-7 seconds). Also I noticed that the opened window tab on the taskbar occasionaly mimics that as the windows is being reopened and closed ( that being repeated several times). The 3rd thing I observed is the breif display of NOT RESPONDING next to the name of the opened window and agian this brief indication is flickering for 1-3 seconds .

and press download latest
then run ccleaner now
now
in
cleaning tab
check all selection in windows and application tab
except the selection of wipe free space in windows tab
press cean now button in the right side
after that go to registery tab and press search for
then press fix all selected

then perform full scan to whole computer partitons from safe mode
