Can I buy a 120GB ATA/133 HDD for my Dell Dimension 8200 desktop, which
currently only has an ATA/100 motherboard/controller (Intel 850
motherboard)??

Will it just run as an ATA/100 disk, or will I encounter problems??

It will work fine. The drive is backwards compatible.
