Captain fantastic drop target issues...need help!

I purchased a pinball machine called captain fantastic and had it
shipped from houston tx to plainfield IL....took me about a week to get
it to turn on, but now I am having issues with the drop targets. Once
the targets are knocked down, the machine will start racking up 3000
points for knocking them all down and will continue doing so till the
targets come back up....problem is they stay down and they wont come
back up.
The coil plunger will move the bar that kicks up the drop targets after
waiting a minute (or a random amout of time). I would think that it
would happen as soon as the targets are all knocked down (needs to be
resolved some how). When it does decide to attempt to push up the drop
targets, it does not push them up far enough to lock any of them in.

I followed this to attempt to fix it but it was of no use. It still
wont raise the targets. I been at this for about a month to figure it
out but I havent ran across alot of information about dealing with
this. Any help would be greatly appreciated.

    You have a normally open switch (that provides the fire signal) that is
    dirty or out of adjustment. Take out your schematics and locate the
    target bank reset coil. One side of the coil will go to a common
    solenoid wire. The other will go through one or more switches on it's
    way to opposite potential. Those are the switches you need to check.

    But what I would do is go through each and every relay and stepper unit
    and score motor and check the action of the switches and make sure they
    all open and close with the action of the unit. That usually clears up
    most problems in EM games.

    It could be several things.

    If there is a relay that actuates the
    drop target reset coil, the contacts
    may need cleaning/adjusting.

    It can be a set of contacts on the
    score motor. Same thing.

    If your coil is bad/shorted/melted,
    the targets won't fully reset.

    Take your game schematics, and
    trace backwards from the reset
    coil. Clean/check/adjust all related
    contacts.

    (Be sure the reset coil is good, too.)

    Sounds as if you are not getting enough
    power to that coil, or there is something
    causing the drop target mechanism to
    bind.

    went though the machine and fixed/soldered some things with a new iron
    (right flipper weak, previous owner used some sort of aligator clip to
    connect 3 red wires to part of the flipper coil.) I also sanded down
    contact points on all the relays, ect with 400 grit sand paper, no
    improvement. The coil that raises the bar to reset the drop targets
    still wont fire off normally...score motor doesnt look like any of the
    contacts are off, sanded them down a bit too. Still pretty confused
    why the coil fires off when it feels like it.
