Samsung Synchmaster T240HD

Hello,
I have a Samsung Synchmaster T240HD. It has horizontal lines that flash. Images are very low resolution and also flash. If I unplug it for 5 minutes and plug back in, the picture is clear again but, will revert back after 2 minutes. I am using this as a monitor on my laptop. But, all the other modes seem to have the same problem.

I did try to connect the monitor to another laptop with the same results: Low resolution images, horizontal lines flashing, coloring off.
