Monitor Power Supply Issues

This is not a how-to on my part, I am seeking some guidance on how to repair my old monitor. I had troubles after 4 years with the power light being on (blue) but display turning on and off when I turned it on. I know very little about the components on the boards. There was some orange goo coming out of...(a component I can't seem to find the name of online). It is also on the bottom side. The (logic board?) looks fine besides the one corner has some burnt marks on it. It may be helpful to mention that solid colors on the monitor would have little artifacts dancing around. I have since gotten a new monitor that works just fine, so I know it is not the video card. If there is an electronic guru out there that could help me out I would greatly appreciate it.

Would those bad capacitors cause it to take 25 minutes to start up but then work okay?
