Windows XP flipped out

I have a problem with XP. I don’t know how it started but now I can’t install anything, like games programs etc. It fails me during installation where it says that some file needed for installation are missing. It happens with all the games I have and programs too.
I also can’t run any windows update or Norton anti-virus update. In Norton it says that it could retrieve the information to start the download and if I click windows update nothing happens.
Is this a virus or is something wrong with my windows.
I already checked for viruses with NAV 8/8/2002 virus definitions.

sure sounds like a virus, those data files are a little old...

I suspect it was a hacker or something like that because the computer does not have the latest windows updates or a firewall to protect it from externals attacks and this pc has internet 24h a day. It may be that...Guess i have to format everything right?
