All you need to do is reinstall DirectX and your video drivers.

Do not go to one of the DLL download sites unless you like living on the edge and playing with malware and viruses!

download and install Direct X, or reinstall the game. Sounds like there has been an error during install and one of the Direct X files has failed to install or become corrupted.
