Tool bar not responsive

my mouse doesn't work on the toolbar...i can't get the curser to work up there,,so i can't type on the address bar or click on anything......it seems to work just fine on tghe bottom of my screen..i can click on the start menu , ect. no problem...what is the going on? thanks,,diane

What program? What OS? Is this an IE add-on toolbar that is glitching?

How many toolbars do you have installed also?
Just an FYI. Im asking for installed. Even if you clicked on *disable* and don't see it.
To many toolbars don't play well together.
