is there a web camera in hcl laptop? how can we activate it

Not all models may have it. If there is one, should be pretty obvious. Can also check the specs for your model.

If there is no utility or program for the webcam in the Start Menu, you can open up Control Panel and start it from there. Assuming you have one installed.
