I'm building a "budget" system which will not be used for gaming and I want the best and quietest general non-gaming performance I can get. The contest is between an A64 Venice 3000+ and a p4 520 2.8. I'm definitely going to stick with a retail HSF. I understand that the P4's hyperthreading would be handy to have for what I'm interested in, but would the P4 be noisier? Would love to hear your thoughts as you are all much wiser than I am. Many thanks!

I personnally find the P4 prescott's fan rather winy. The A64 fan is quieter.
What are you interested in that HT would be helpfull? The A64s are reasonably good at multitasking.
A better choice might be a P4c@ 2.8, on an IS7, s478 board.

Here what I find Amd 64 3000+ would be good for it run cool and I dont have much problems with it.

go for amd 3000+ as in comparison with P4 520, it will be cheaper considering you dont need ddr2 ram and an expensive 9xx motherboard. give me fields and i will point out amd advantages.

Don;t get mixed up between Intel HT (Hyper Threading) and AMD HT (Hyper transport).

AMD HT is a bus design used to connect the CPU to the chipset
Intel HT is a feature of the CPU which allows normally wasted clock cycles (inherent of its deep pipeline architecture) to be used by another thread.

What about these numbers - http://www.tomshardware.com/cpu/20 [...] tt-09.html and the next page? Intel seems to have the advantage in most non-gaming apps, though the difference doesn't seem too dramatic in these benchmarks. The small performance difference seems irrelevant when you consider the price difference. It sounds like the P4 600's run cooler than previous P4's anyway. Right now I'm thinking I'll go AMD.

Go ahead and build the 520 if it's what you want. It will be fine for gaming too with a souped up vid card. You could do an A64 cheaper and you wouldn't notice the difference in most apps. That's kinda what these guys are trying to say.

We have learned to take TH reviews with a grain of salt. They work very hard to pick benches that Intel chips do well in. They generally avoid benches that Amd does well in, but it would be silly doing a review without gaming benches.
The 500 series intel chips are not terrible. They just aren't as good as the P4c chips, run too hot, and have a hsfan that reminds me of running fingernails across a chalk board.
