I'm getting a new computer, and the difference between the Pentium D 820 and 830 is $170. Would it be better to go with the 830, or is it too little performance gain for the price (IE can you overclock the 830 better than the 820, and does speedstep (only on the 830) matter since it's in a desktop)? TIA.

The only difference in the two is the multiplier.

The 820 has 14x and the 830 has 15x

I would go for the lower multiple as they overclock the same. I know 266x14 is a safe speed to run without adding voltage.

I would get a copper Zalman heatsink and run at 3.73Ghz with tight timing.
