Explorer.exe in Windows 7

I can't get windows explorer to work. It isn't showing in my start menu and if I search it, it comes up with the program but it has a message that says "this file does not have a program associated with it to perform this action, or, if one is installed, create an association in the Default Programs control panel". Well, I've tried everything, please help!!

Can you start it by clicking the Windows key + E

You could also start it by clicking on "Computer" in the Start menu.

or from cmd or from task manager...
