Troubleshooting Dead PC

I have a PC that would not boot, no power at all. Tested the PSU and it was ok. Put the socket 370 PIII CPU w/fan on a new board and the CPU fan will only go on for a second. The board is out of the box with only the PSU hooked to it. Does this mean the CPU is dead? Something I have missed? Thanks - Beginner
