I have a Gottleib Ship Ahoy that, after some repair, is now almost 100%.
The only item unresolved is that one of the scoring wheels will not reset
when the game is started. If the score for the previous game was 31,874 the
reset will show 01,000 or if the score was 87,483 the reset will show
07,000. It's always the thousand wheel that malfunctions.
All of the contacts are clean but may not be properly adjusted. I have a
schematic of the game but do not know how to read it and after hours of
staring at it, I believe that it is beyond me at this point.

The zero position switch on that score reel is out of adjustment.

I can guarantee something is not properly adjusted!!
there's a reset complete switch in there, I'd look at that first.
there is also a run-off switch, I forget offhand how they interact.
if you believe these are correct and working normally, check the
switches in the area of motor 1A.
you might just have a problem on motor 1A you will have to take out
the cotter pin carefully lift up the whole deal and with the machine
off carefully crank this thing thru one third turn.
Do all the switches seem to be working??? then again, I'm
surprised the reset completes without that reset complete circuit
completing and that only happens if the switch on the reel is
correct.
I think you have 2 problems here. first, no power to the reel from
1a and second a faulty reset complete switch.

Remove the score reel assembly and examine the switches. Compare it to a
working one if need be. There should be a stack of switches that are
activated by the position of the score reel. One set is the zero position
switch, which tells the machine when to stop resetting the reels. Manually
activate the reel to step through the positions. At zero, make sure the
contacts are making a connection. You should be able to use a voltmeter to
check continuity to make sure they are making a good connection.
Another question is does it attempt to reset that reel at all? Meaning does
it chatter, wiggle, and then finally give up? If so, the zero position
switch may be gapped too close, and the vibration closes it, killing the
reset sequence. The reel in this case needs to be cleaned.
