Win 7 Installation repeats itself.."no boot device recognized"

Hello,
320 GB WD Caviar Blue fresh install of Win 7 from CD and boots only with CD inserted; with CD removed "no boot device recognized"
PC restarts and Win 7 Installation starts over after installation reached stage 2 each time.
I have used DOS commands to rebuild MBR and followed various steps but still no success. The Hard drive was tested and only had few bad sectors of 150 or less and shouldn't be the issue...HELP?

Open the bios and check which device is set to boot first.
The DVD drive should boot first.
Then re-install.
