Would anybody know if the center of the barrel connector is positive
and the outside negative. It does not say on my Dell laptop Inspiron
7000 battery charger. This is the plug that goes into the laptop for
charging batteries. Any help would GREATLY be appreciated.

The tip is usually positive, but a test with a VOM will confirm it. Did
you check the bottom label on the transformer? Many have a tip polarity
graphic.
