How to activate hard drive

I bought a hard drive off ebay,it has been wiped clean and when installed it gives a message that hard drive needs to be activated.the hard drive is a seagate momentus 160gb

You should be able to do that in disk management

control panel / admin tools / computer management / disk management

After ehich, right click on the drive and click initialise.

I can not get the hard drive to do anything when mounted in computer.when using a usb cable and using as external hard drive I get a message that says the drive needs to be activated.I have formatted and ran the disc management.
