Monitor goes blank after 1 sec. After 10 or so power on/off\'s OK

Monitor goes blank after 1 sec when I turn the monitor power off then back on. While the computer is booted up and running I can power down the monitor and then turn it back on the screen show the desktop for less then a second the black. The power light in cornor is green PS It's a ViewSonic Flat Panel 19" screen

Temporary solution:
If you can, you must lower the brightness.
For my ViewSonic, it was 1, down, 2, down, 2, downdowndowndowndowndowndowndown...
I have made it my mission to spread this message no matter the cost.
