Inpiron 8200 Power Options

My Dell Inpiron 8200 kept saying that the power brick and cord were feeding the computer @ 70 W......I bought a new Brick and Mickey mouse cord. It has been charging for about 24 hours and still the batteries are not at full charge and windows boot can not process fast enough to get to the desktop screen. It starts and I can sign in....but it is too slow to load the desktop

Can you tell me a fix??? Are the batteries just too old to charge??

Shouldn't I be able to use it on wall power with or without the batteries fully charged???

If anyone knows something please let me know how to overcome the problem. :bounce:  :bounce: 

How old is the laptop?
It could be that it went through several instances where the batteries were completely depleted. Li-Ion batteries "die a little" every time that happens, i.e. they lose several cells at a time. When enough cells are lost, the battery will not be able to hold a charge or to be fully charged anymore. If that happened, you will need a new battery.
Also, make sure you clean your OS installation. If the installation is corrupted, will have the same symptoms. You could run a repair-install, where you will not lose your programs, but will need the OS installation disk. If symptoms persist after replacing the battery, this would be the next step.
