How soon can I do the Rift?

I'm currently playing my best character to date, a Gray Elven Wizard,
who looks like he'll be my first to beat the ToEF. He has decent
DV/PV, nice melee attack (for a wizard), well trained missile skills
(even found the obsidian quarrel, nice), and more spells than I've ever
had in my life. I've finished off all the dwarftown quests, terinyo
quests, assassin's guild, Darkforge, Gremlin Caves, got the RotHK,
dived down the UD, as well as some early game ID scumming.

My current problem is, however, advancing further. I dove down the CoC
until I reached Kelly, but I decided to try my hardest to save him, not
for a UE but for the 6 SoCR. I really don't want to pass up on those
beauties, so I want to stall as long as humanly possible. Which means
I'm gonna do the Tower before the Water Temple, and also means I might
be at a loss for things to do while waiting for an AoLS. Already
drained all the pools in DarkForge, no luck there.

I'm level 19 right now, and my question is, how soon do you think I can
handle the Rift? Also, does the weight of your inventory have any
influence on the climb to the Rift? I currently am lugging around a
load of about 12000s (thanks to Strength of Atlas), and I'm wondering
whether there is any sort of weight limit or not? Also, if I do
attempt it after the Tower, can anyone give me some advice of how to
best deal with the situation? I scummed stomafillia earlier in the
pacified Big Room for a precrowning, and the side benefit was that I
also came away with ~250 blessed spenseweed, so I'm not too worried
about healing, plus I got ~12 PoEH, as well as a well-trained Cure
Serious Wounds. What else can I do to help me deal with the baddies in
the Library? I've never been before, so I don't know quite what to
expect. Help me, please!

I've never tried the Rift myself but I also try to save Khelavaster every
game. For me, the answer was to lurk around ID25-30 for a while - so far
I've always found either some wish source there (usually the ring) or the
amulet itself. On most occasions, after I find the first ring I immediately
head out - and get another one on the way back :)

Wait until around lv. 30 for the rift. There can be dangerous monsters
there. ([Greater] Molochs, [Ancient] Karmic Dragons... and the like)
also you probally want to drop all important non artifacts cause you
may lose them in the fall. Make sure you have food and 2 or 3 Blessed
Climbing Sets and it is wise to carry fodder. (items you don't care if
you lose so the RNG might take those. Cooked Lizards or Arrows or
whatever. Frost Bolt/Ice Ball will help in the ToEF.
