Safe mode or regular mode wont work for blue screen of death?

i had the problem of my computer going into safe mode all the time then i found a solution or at least i thought i did to fix that problem now i cant do anything with my pc it goes to the blue screen in all modes

Blue screens are mostly driver or RAM related... if you are BSOD'ing in safe mode it's mostlikely RAM try running memtest overnight. if not monitor your voltages with spedfan.

i am on another pc now but my pc wont let me go to any web pages let alone let me even c my icons or task bar
