Help with system transfer!

Im wondering what I should do to transfer my data to a new pc. My current one is running a 128gb SSD with a 500gb storage HDD. I'm building a new one with a similar configuration, but how to transfer my data? I was thinking to save a backup image onto an external drive, and load it with the raw files/programs from the HDD, do a fresh install of windows onto my new PC, then use the image restore utility to put my system as it was. I am already familiar with the fact that cloning utilities and the like are not good for the performance of my SSD.

Does this even work? If not then I would gladly appreciate a suggestion for my method. Thanks!

If the hardware config is different I wouldn't use an image. Why not just backup the files themselves?

Okay then that will work. I just didn't want the hassle of moving them all back in when I could just restore it. Thanks for the help
